2024年(nian)11月(yue)8日(ri),第十(shi)四(si)屆全國人(ren)(ren)民代表大會常務委員(yuan)會第十(shi)二次會議表決通過《中華人(ren)(ren)民共(gong)和國學前(qian)教育法》,自(zi)2025年(nian)6月(yue)1日(ri)起施行(xing)。教育部(bu)有關(guan)司局負(fu)責人(ren)(ren)就《中華人(ren)(ren)民共(gong)和國學前(qian)教育法》有關(guan)問(wen)題回答了(le)記者的(de)提問(wen)。
1.請介紹一下學前教育法的制定背景和過程。
答:學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)是(shi)國(guo)(guo)民教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)體系的組(zu)成部(bu)分,是(shi)重(zhong)要(yao)的社會(hui)(hui)公益事業,關(guan)系到億萬兒童健康成長。黨(dang)中(zhong)央(yang)、國(guo)(guo)務(wu)院高(gao)度重(zhong)視學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)改(gai)革(ge)發(fa)展(zhan)。習(xi)近(jin)(jin)平總書記多(duo)次(ci)(ci)(ci)作出重(zhong)要(yao)指示批示,在全(quan)國(guo)(guo)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)大(da)(da)會(hui)(hui)上強調“堅持以人(ren)(ren)(ren)民為中(zhong)心、不斷提(ti)升教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)公共服務(wu)的普(pu)惠(hui)性、可及性、便(bian)捷性”,要(yao)求(qiu)促(cu)進學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)普(pu)及普(pu)惠(hui)發(fa)展(zhan)。黨(dang)的二(er)十(shi)大(da)(da)和二(er)十(shi)屆三中(zhong)全(quan)會(hui)(hui)對(dui)強化(hua)學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)普(pu)惠(hui)發(fa)展(zhan)、健全(quan)學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)保(bao)障(zhang)機制(zhi)作出專門部(bu)署。近(jin)(jin)年(nian)來,學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)得到快速發(fa)展(zhan),但(dan)仍是(shi)國(guo)(guo)民教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)體系的薄弱環節(jie),需(xu)要(yao)通過立法(fa)(fa),把(ba)黨(dang)對(dui)學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的主張轉化(hua)為國(guo)(guo)家意(yi)志,把(ba)實踐(jian)成果上升為法(fa)(fa)律制(zhi)度,用法(fa)(fa)治(zhi)方式(shi)破(po)解突出問題,為學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)高(gao)質量發(fa)展(zhan)提(ti)供(gong)法(fa)(fa)治(zhi)保(bao)障(zhang)。《中(zhong)共中(zhong)央(yang) 國(guo)(guo)務(wu)院關(guan)于學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)深化(hua)改(gai)革(ge)規范發(fa)展(zhan)的若(ruo)干意(yi)見》明確(que)提(ti)出,要(yao)制(zhi)定(ding)學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)法(fa)(fa)。全(quan)國(guo)(guo)人(ren)(ren)(ren)大(da)(da)常(chang)(chang)(chang)委會(hui)(hui)將制(zhi)定(ding)學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)法(fa)(fa)列入(ru)立法(fa)(fa)規劃。2021年(nian)4月(yue),教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部(bu)研究形成學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)法(fa)(fa)草(cao)案并(bing)報(bao)請國(guo)(guo)務(wu)院審議(yi)(yi)(yi)。2023年(nian)6月(yue),國(guo)(guo)務(wu)院第7次(ci)(ci)(ci)常(chang)(chang)(chang)務(wu)會(hui)(hui)議(yi)(yi)(yi)討論(lun)并(bing)原則通過草(cao)案,將草(cao)案提(ti)請全(quan)國(guo)(guo)人(ren)(ren)(ren)大(da)(da)常(chang)(chang)(chang)委會(hui)(hui)審議(yi)(yi)(yi)。2023年(nian)8月(yue)以來,學(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)法(fa)(fa)先后經十(shi)四屆全(quan)國(guo)(guo)人(ren)(ren)(ren)大(da)(da)常(chang)(chang)(chang)委會(hui)(hui)第五次(ci)(ci)(ci)會(hui)(hui)議(yi)(yi)(yi)、第十(shi)次(ci)(ci)(ci)會(hui)(hui)議(yi)(yi)(yi)、第十(shi)二(er)次(ci)(ci)(ci)會(hui)(hui)議(yi)(yi)(yi)審議(yi)(yi)(yi),于2024年(nian)11月(yue)8日表決通過。
2.請介紹一下我國學前教育發展情況。
答:黨(dang)的十八大以來,教育(yu)(yu)部(bu)認真貫徹落實黨(dang)中(zhong)央(yang)、國(guo)(guo)(guo)務(wu)院決(jue)策(ce)部(bu)署,會同相關部(bu)門連續實施(shi)四(si)期學(xue)(xue)(xue)前(qian)教育(yu)(yu)行動計(ji)劃,中(zhong)央(yang)財政設立支持學(xue)(xue)(xue)前(qian)教育(yu)(yu)發(fa)(fa)(fa)展(zhan)(zhan)專項(xiang)資金,推動各地擴資源、調結構、建機制(zhi)、提質(zhi)量,構建起公益普(pu)(pu)惠(hui)的學(xue)(xue)(xue)前(qian)教育(yu)(yu)公共服務(wu)體系,學(xue)(xue)(xue)前(qian)教育(yu)(yu)實現(xian)了(le)歷(li)史性跨越發(fa)(fa)(fa)展(zhan)(zhan)。一是普(pu)(pu)及水(shui)平大幅提高,2023年(nian)(nian)全(quan)國(guo)(guo)(guo)幼兒(er)園(yuan)(yuan)數為(wei)27.4萬(wan)(wan)(wan)所,在(zai)(zai)園(yuan)(yuan)幼兒(er)數4093萬(wan)(wan)(wan)人,學(xue)(xue)(xue)前(qian)三年(nian)(nian)毛入(ru)園(yuan)(yuan)率(lv)91.1%,比2012年(nian)(nian)提高26.6個百分(fen)點(dian),達(da)到(dao)世界高收入(ru)國(guo)(guo)(guo)家平均(jun)水(shui)平。二是普(pu)(pu)惠(hui)程度不斷(duan)提升,2023年(nian)(nian)全(quan)國(guo)(guo)(guo)普(pu)(pu)惠(hui)性幼兒(er)園(yuan)(yuan)數為(wei)23.6萬(wan)(wan)(wan)所,在(zai)(zai)園(yuan)(yuan)幼兒(er)數3717萬(wan)(wan)(wan)人,普(pu)(pu)惠(hui)性幼兒(er)園(yuan)(yuan)覆蓋率(lv)達(da)到(dao)90.8%,比2016年(nian)(nian)提高23.5個百分(fen)點(dian)(2016年(nian)(nian)開(kai)始統(tong)計(ji)這一指標(biao)),絕大多數幼兒(er)都(dou)能在(zai)(zai)普(pu)(pu)惠(hui)性幼兒(er)園(yuan)(yuan)就讀(du)。三是教師(shi)(shi)隊(dui)(dui)伍不斷(duan)加強(qiang),2023年(nian)(nian),全(quan)國(guo)(guo)(guo)幼兒(er)園(yuan)(yuan)園(yuan)(yuan)長和專任教師(shi)(shi)數為(wei)334萬(wan)(wan)(wan)人,生師(shi)(shi)比從2012年(nian)(nian)的24.9:1下降到(dao)2023年(nian)(nian)的13.3:1。專科(ke)以上(shang)學(xue)(xue)(xue)歷(li)園(yuan)(yuan)長及專任教師(shi)(shi)占比為(wei)93.1%,比2012年(nian)(nian)提高了(le)26.7個百分(fen)點(dian),學(xue)(xue)(xue)歷(li)結構進一步優化。但總(zong)體上(shang)看,學(xue)(xue)(xue)前(qian)教育(yu)(yu)仍是各級教育(yu)(yu)的薄弱環節,發(fa)(fa)(fa)展(zhan)(zhan)不平衡不充分(fen)的矛盾依(yi)然突出,資源結構性短缺,投入(ru)保障、師(shi)(shi)資隊(dui)(dui)伍建設、規范監管等方(fang)面的體制(zhi)機制(zhi)仍不完善(shan)。學(xue)(xue)(xue)前(qian)教育(yu)(yu)法聚焦解決(jue)學(xue)(xue)(xue)前(qian)教育(yu)(yu)深層次瓶(ping)頸問題,做(zuo)出系統(tong)制(zhi)度設計(ji)和規范,為(wei)進一步貫徹落實黨(dang)中(zhong)央(yang)、國(guo)(guo)(guo)務(wu)院決(jue)策(ce)部(bu)署,深化學(xue)(xue)(xue)前(qian)教育(yu)(yu)改革(ge)、推進學(xue)(xue)(xue)前(qian)教育(yu)(yu)規范發(fa)(fa)(fa)展(zhan)(zhan)提供了(le)強(qiang)有力的法治保障。
3.如何理解學前教育的法律屬性和定位?
答:學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)育(yu)(yu)(yu)(yu)法規(gui)定(ding),學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)育(yu)(yu)(yu)(yu)是(shi)國民教(jiao)(jiao)育(yu)(yu)(yu)(yu)體(ti)系的(de)(de)(de)(de)組成(cheng)部(bu)分,是(shi)重要(yao)(yao)的(de)(de)(de)(de)社會公益事業;學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)育(yu)(yu)(yu)(yu)是(shi)指(zhi)由幼(you)兒(er)園等學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)育(yu)(yu)(yu)(yu)機(ji)構對(dui)三周歲(sui)(sui)到入(ru)小學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)的(de)(de)(de)(de)學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)兒(er)童(tong)實施的(de)(de)(de)(de)保(bao)(bao)育(yu)(yu)(yu)(yu)和(he)(he)教(jiao)(jiao)育(yu)(yu)(yu)(yu)。從教(jiao)(jiao)育(yu)(yu)(yu)(yu)性質看(kan),學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)育(yu)(yu)(yu)(yu)是(shi)學(xue)(xue)(xue)校(xiao)教(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)(de)組成(cheng)部(bu)分。教(jiao)(jiao)育(yu)(yu)(yu)(yu)法規(gui)定(ding),國家(jia)實行學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)育(yu)(yu)(yu)(yu)、初等教(jiao)(jiao)育(yu)(yu)(yu)(yu)、中(zhong)(zhong)等教(jiao)(jiao)育(yu)(yu)(yu)(yu)、高(gao)等教(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)(de)學(xue)(xue)(xue)校(xiao)教(jiao)(jiao)育(yu)(yu)(yu)(yu)制(zhi)度。實踐中(zhong)(zhong),以(yi)幼(you)兒(er)園為主(zhu)實施學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)育(yu)(yu)(yu)(yu)。從教(jiao)(jiao)育(yu)(yu)(yu)(yu)對(dui)象看(kan),學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)育(yu)(yu)(yu)(yu)主(zhu)要(yao)(yao)針對(dui)三周歲(sui)(sui)以(yi)上到入(ru)小學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)的(de)(de)(de)(de)適齡兒(er)童(tong),即3—6歲(sui)(sui)幼(you)兒(er)。3—6歲(sui)(sui)幼(you)兒(er)已具備(bei)了一(yi)定(ding)的(de)(de)(de)(de)獨(du)立生(sheng)活(huo)(huo)能力,可(ke)以(yi)進入(ru)集體(ti)生(sheng)活(huo)(huo),這個階段的(de)(de)(de)(de)學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)育(yu)(yu)(yu)(yu)可(ke)以(yi)有(you)(you)比較明確(que)的(de)(de)(de)(de)目標(biao)和(he)(he)標(biao)準(zhun),與(yu)照護有(you)(you)本質的(de)(de)(de)(de)區(qu)別。0—3歲(sui)(sui)嬰(ying)幼(you)兒(er)不(bu)具備(bei)自理能力,以(yi)家(jia)庭養育(yu)(yu)(yu)(yu)和(he)(he)教(jiao)(jiao)育(yu)(yu)(yu)(yu)為主(zhu)。從教(jiao)(jiao)育(yu)(yu)(yu)(yu)方(fang)式看(kan),學(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)育(yu)(yu)(yu)(yu)堅持保(bao)(bao)育(yu)(yu)(yu)(yu)和(he)(he)教(jiao)(jiao)育(yu)(yu)(yu)(yu)相結合。保(bao)(bao)育(yu)(yu)(yu)(yu)重在通過(guo)提(ti)供良好的(de)(de)(de)(de)膳(shan)食營養、體(ti)格鍛煉(lian)、衛生(sheng)保(bao)(bao)健、安(an)全防護等,保(bao)(bao)護和(he)(he)增(zeng)進幼(you)兒(er)身心(xin)健康。教(jiao)(jiao)育(yu)(yu)(yu)(yu)重在落實以(yi)游戲(xi)為基本活(huo)(huo)動,創設(she)豐富(fu)的(de)(de)(de)(de)教(jiao)(jiao)育(yu)(yu)(yu)(yu)環境,將教(jiao)(jiao)育(yu)(yu)(yu)(yu)滲透在一(yi)日生(sheng)活(huo)(huo)和(he)(he)游戲(xi)中(zhong)(zhong),促進幼(you)兒(er)身心(xin)全面(mian)發展。
4.學前教育的發展原則是什么?
答:學(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)法(fa)規(gui)定(ding)(ding),學(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)堅(jian)持中國共(gong)產黨的(de)(de)(de)領導,堅(jian)持社(she)會主義辦學(xue)(xue)(xue)方向,貫徹國家(jia)的(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)方針,落實立德(de)樹(shu)人根本(ben)任(ren)(ren)務(wu)(wu),為培養德(de)智體美勞全面發(fa)(fa)(fa)展的(de)(de)(de)社(she)會主義建設者和接班人奠定(ding)(ding)基礎。發(fa)(fa)(fa)展學(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu),要把握以下原(yuan)則(ze):一是(shi)(shi)政(zheng)(zheng)府(fu)主導。法(fa)律(lv)(lv)強化各(ge)級(ji)政(zheng)(zheng)府(fu)在學(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)規(gui)劃(hua)、投入(ru)、教(jiao)(jiao)(jiao)(jiao)師(shi)隊伍建設、監管(guan)等(deng)方面的(de)(de)(de)責任(ren)(ren),完善各(ge)有(you)關(guan)部(bu)門分工負責、齊抓共(gong)管(guan)的(de)(de)(de)工作(zuo)機(ji)制,突出(chu)政(zheng)(zheng)府(fu)發(fa)(fa)(fa)展學(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)主導作(zuo)用。二(er)是(shi)(shi)公(gong)(gong)益普(pu)惠(hui)。學(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)是(shi)(shi)重要的(de)(de)(de)社(she)會公(gong)(gong)益事業,要牢牢把握公(gong)(gong)益普(pu)惠(hui)基本(ben)方向,以政(zheng)(zheng)府(fu)舉辦為主,大力(li)發(fa)(fa)(fa)展普(pu)惠(hui)性學(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu),讓學(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)改革(ge)發(fa)(fa)(fa)展成(cheng)果更多更公(gong)(gong)平惠(hui)及全體人民。三是(shi)(shi)兒(er)(er)童中心。法(fa)律(lv)(lv)規(gui)定(ding)(ding)了(le)學(xue)(xue)(xue)前兒(er)(er)童享有(you)的(de)(de)(de)各(ge)項權(quan)利,強調要堅(jian)持最有(you)利于(yu)學(xue)(xue)(xue)前兒(er)(er)童的(de)(de)(de)原(yuan)則(ze),從學(xue)(xue)(xue)前兒(er)(er)童身心發(fa)(fa)(fa)展特(te)點和規(gui)律(lv)(lv)出(chu)發(fa)(fa)(fa),科學(xue)(xue)(xue)實施(shi)保育(yu)和教(jiao)(jiao)(jiao)(jiao)育(yu)。四(si)是(shi)(shi)多元參與。辦好學(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu),是(shi)(shi)全社(she)會的(de)(de)(de)共(gong)同責任(ren)(ren)。法(fa)律(lv)(lv)明確了(le)政(zheng)(zheng)府(fu)、幼兒(er)(er)園、家(jia)庭、公(gong)(gong)共(gong)文化服務(wu)(wu)機(ji)構、相關(guan)產品和服務(wu)(wu)提供者、新(xin)聞媒體等(deng)各(ge)方面的(de)(de)(de)責任(ren)(ren),努力(li)營(ying)造(zao)學(xue)(xue)(xue)前兒(er)(er)童健康成(cheng)長的(de)(de)(de)良(liang)好環境。
5.學前教育實行什么管理體制?
答:學(xue)前(qian)教(jiao)(jiao)育(yu)(yu)法第(di)八(ba)條、第(di)九(jiu)條規(gui)定(ding)了學(xue)前(qian)教(jiao)(jiao)育(yu)(yu)的(de)(de)管(guan)(guan)(guan)理體制(zhi)。具體來講,學(xue)前(qian)教(jiao)(jiao)育(yu)(yu)實行(xing)國務院領導、省級(ji)人(ren)民(min)(min)政(zheng)(zheng)(zheng)府和設區的(de)(de)市(shi)級(ji)人(ren)民(min)(min)政(zheng)(zheng)(zheng)府統籌、以(yi)縣(xian)級(ji)人(ren)民(min)(min)政(zheng)(zheng)(zheng)府為(wei)(wei)主、鄉鎮人(ren)民(min)(min)政(zheng)(zheng)(zheng)府和街道參與的(de)(de)管(guan)(guan)(guan)理體制(zhi)。同(tong)時,法律明確縣(xian)級(ji)以(yi)上人(ren)民(min)(min)政(zheng)(zheng)(zheng)府教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)(zheng)部(bu)門負責(ze)學(xue)前(qian)教(jiao)(jiao)育(yu)(yu)管(guan)(guan)(guan)理和業(ye)務指導工作(zuo),配(pei)(pei)備(bei)(bei)相應的(de)(de)管(guan)(guan)(guan)理和教(jiao)(jiao)研人(ren)員。縣(xian)級(ji)以(yi)上人(ren)民(min)(min)政(zheng)(zheng)(zheng)府衛(wei)生健康行(xing)政(zheng)(zheng)(zheng)部(bu)門、疾病預防(fang)控制(zhi)部(bu)門按(an)照職責(ze)分(fen)工負責(ze)監督(du)指導幼(you)兒(er)(er)園衛(wei)生保健工作(zuo)。縣(xian)級(ji)以(yi)上人(ren)民(min)(min)政(zheng)(zheng)(zheng)府其他有關部(bu)門在各自職責(ze)范圍內負責(ze)學(xue)前(qian)教(jiao)(jiao)育(yu)(yu)管(guan)(guan)(guan)理工作(zuo),履行(xing)規(gui)劃制(zhi)定(ding)、資源配(pei)(pei)置、經費(fei)(fei)投入、人(ren)員配(pei)(pei)備(bei)(bei)、待遇保障、幼(you)兒(er)(er)園登記等方(fang)面的(de)(de)責(ze)任,依法加(jia)強對幼(you)兒(er)(er)園舉(ju)辦、教(jiao)(jiao)職工配(pei)(pei)備(bei)(bei)、收費(fei)(fei)行(xing)為(wei)(wei)、經費(fei)(fei)使用(yong)、財務管(guan)(guan)(guan)理、安全(quan)保衛(wei)、食品(pin)安全(quan)等方(fang)面的(de)(de)監管(guan)(guan)(guan)。
6.學(xue)前(qian)教(jiao)育法對促進學(xue)前(qian)教(jiao)育普及普惠發展有哪些規定?

答:貫徹落(luo)實學(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)法(fa)(fa)(fa),是(shi)在(zai)法(fa)(fa)(fa)治(zhi)軌(gui)道上推進(jin)學(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)高(gao)質量發展(zhan)的(de)(de)重(zhong)要(yao)(yao)(yao)基(ji)礎(chu),也(ye)是(shi)促進(jin)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)治(zhi)理(li)(li)體系和(he)治(zhi)理(li)(li)能力(li)現代化(hua)的(de)(de)有(you)(you)(you)力(li)支(zhi)撐。教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)系統要(yao)(yao)(yao)深(shen)刻認(ren)識學(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)法(fa)(fa)(fa)頒布的(de)(de)重(zhong)大意義,認(ren)真抓(zhua)好貫徹落(luo)實。一(yi)(yi)(yi)是(shi)深(shen)入組織開(kai)展(zhan)學(xue)(xue)(xue)習宣(xuan)(xuan)傳。教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)部將(jiang)通過(guo)召(zhao)開(kai)座談會、宣(xuan)(xuan)講會、片(pian)區工(gong)作會、舉(ju)辦培(pei)訓班等多(duo)種方式(shi),指導(dao)(dao)各(ge)地正確理(li)(li)解適用法(fa)(fa)(fa)律(lv)。各(ge)地教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)部門、幼兒(er)園要(yao)(yao)(yao)結合實際,通過(guo)集中培(pei)訓、專家講授、內部研討等多(duo)種方式(shi)開(kai)展(zhan)學(xue)(xue)(xue)習宣(xuan)(xuan)傳,擴(kuo)大覆蓋(gai)面(mian)。要(yao)(yao)(yao)將(jiang)學(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)法(fa)(fa)(fa)納入領導(dao)(dao)干(gan)部應知(zhi)應會法(fa)(fa)(fa)律(lv)清(qing)單(dan),作為教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)系統領導(dao)(dao)干(gan)部學(xue)(xue)(xue)法(fa)(fa)(fa)用法(fa)(fa)(fa)的(de)(de)重(zhong)要(yao)(yao)(yao)內容和(he)必修課程(cheng)。二是(shi)及(ji)(ji)時修改完善(shan)配套政(zheng)策。教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)部將(jiang)有(you)(you)(you)序推進(jin)學(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)有(you)(you)(you)關(guan)制度的(de)(de)立、改、廢工(gong)作,進(jin)一(yi)(yi)(yi)步明確、細化(hua)學(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)法(fa)(fa)(fa)相(xiang)關(guan)要(yao)(yao)(yao)求。各(ge)地要(yao)(yao)(yao)全(quan)面(mian)清(qing)理(li)(li)現有(you)(you)(you)相(xiang)關(guan)的(de)(de)法(fa)(fa)(fa)規(gui)、規(gui)章(zhang)(zhang)和(he)政(zheng)策文件(jian),凡與(yu)學(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)法(fa)(fa)(fa)規(gui)定(ding)不(bu)一(yi)(yi)(yi)致的(de)(de),應當按程(cheng)序和(he)權限及(ji)(ji)時進(jin)行(xing)(xing)修改或者廢止,要(yao)(yao)(yao)保證在(zai)2025年6月1日學(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)法(fa)(fa)(fa)施(shi)行(xing)(xing)后,相(xiang)關(guan)法(fa)(fa)(fa)規(gui)、規(gui)章(zhang)(zhang)和(he)政(zheng)策文件(jian)與(yu)法(fa)(fa)(fa)律(lv)銜接順暢。三是(shi)切實抓(zhua)好法(fa)(fa)(fa)律(lv)貫徹實施(shi)。各(ge)地要(yao)(yao)(yao)落(luo)實以政(zheng)府(fu)舉(ju)辦為主、大力(li)發展(zhan)普(pu)惠(hui)(hui)性學(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)法(fa)(fa)(fa)定(ding)要(yao)(yao)(yao)求,切實履(lv)行(xing)(xing)政(zheng)府(fu)在(zai)普(pu)惠(hui)(hui)性幼兒(er)園規(gui)劃、統籌建(jian)設、舉(ju)辦與(yu)支(zhi)持(chi)舉(ju)辦的(de)(de)責任,優化(hua)普(pu)惠(hui)(hui)性資(zi)源供(gong)給,鞏(gong)固提升普(pu)及(ji)(ji)普(pu)惠(hui)(hui)發展(zhan)水平,提高(gao)學(xue)(xue)(xue)前(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)工(gong)作質量,為培(pei)養德智體美勞全(quan)面(mian)發展(zhan)的(de)(de)社(she)會主義建(jian)設者和(he)接班人(ren)奠定(ding)基(ji)礎(chu)。
