課(ke)題(ti)組選取了十(shi)六類(lei)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)和(he)四項(xiang)權利,作為把握2012年中(zhong)國地方法(fa)制(zhi)(zhi)(zhi)(zhi)(zhi)發展情況的(de)(de)觀(guan)測點。這(zhe)十(shi)六類(lei)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)中(zhong),立法(fa)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、監督制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、決策(ce)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、執法(fa)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、司法(fa)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、協商(shang)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、公(gong)開(kai)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、工作程(cheng)(cheng)序,主要是(shi)分析、觀(guan)察國家(jia)政治(zhi)(zhi)(zhi)層(ceng)(ceng)面公(gong)權力(li)的(de)(de)行(xing)使制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du);基層(ceng)(ceng)自治(zhi)(zhi)(zhi)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、行(xing)業自治(zhi)(zhi)(zhi)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、公(gong)共參與(yu)機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi)、社會(hui)組織制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)則側重分析公(gong)眾(zhong)在社會(hui)層(ceng)(ceng)面的(de)(de)組織化(hua)水平(ping)以及(ji)自治(zhi)(zhi)(zhi)能力(li);公(gong)共服(fu)(fu)務制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、法(fa)律(lv)服(fu)(fu)務制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)、糾紛解決機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi)和(he)知識產權制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)(du)則側重觀(guan)察權利人在權利實現過程(cheng)(cheng)中(zhong)的(de)(de)所可能接受的(de)(de)服(fu)(fu)務及(ji)其(qi)水平(ping),以及(ji)當前化(hua)解矛盾與(yu)紛爭各種機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi)的(de)(de)合理性(xing)程(cheng)(cheng)度(du)(du)(du)(du)(du)(du)的(de)(de)變化(hua)。四項(xiang)權利則是(shi)從2012年最引人矚目的(de)(de)法(fa)律(lv)事件(jian)所涉及(ji)的(de)(de)法(fa)律(lv)權利中(zhong)精心選取的(de)(de)。
